It could be a skin condition called folliculitis, which is an inflammation of the skin follicle. Try using disposable razors (discarding them after 2 uses) and shaving cream. It could also just be "razor burn". They have special medicated creams that you can get at the drug store. Ask your pharmacist where they are located in the store.
